(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1996-076 <br />INSPECTION DATE 4/17/03 <br />INSPECTOR'S INITIALS GRM <br />This inspection was preformed as part of the normal review process for the conversion of a 110 permit to a 112c established by <br />the Colorado Division of Minerals and Geology. The operator Rudy Fontanari and his consultant Walt Eldridge accompanied <br />the inspector on the pre-operational inspection. The weather was cloudy and breery which did not hinder the inspection. The <br />Quarry No.2 is located approximately 2 miles northeast of Palisade, Colorado. <br />The current permit for this site is a 110 c and encompasses approximately 9.6 acres of which half is disturbed. The conversion <br />(CN-01) to a 112c will add an additional 185.47 acres, which are rolling alluvial deposits of sparsely vegetated rangeland. <br />Several major utilities Criss-cross the proposed additional acreage. Visual verification of existing lines on the submitted maps <br />was done. One set of power poles noted on the map for the Middle Mine Area for Snowcap Coal has already been removed. <br />An old Ute Water Line noted in the Middle Mine Area has been abandoned. The newwaterlineand its right ofway are clearly <br />denoted as well. No utilities appear to have been missed. No other structures not depicted on the maps were observed. <br />An issue was raised during the inspection about the access to future phases as mining progress. The proposed plan calls for <br />concurrent reclamation which would cut off phases along the north edge, particularly in the North Mining Area. The operator <br />will document an access road to be left in place to reach these phases. <br />The other issue discussed was concurrent mining in the North and Middle Areas. The operator stated that the North Mining <br />Area wilt not be affected for several years. It was agreed that in order to keep the bonding requirements down, that the North <br />Area will not be considered in the bonding calculations at this time. A stipulation for approval will be that the operator must <br />notify the Division 30 days prior to any planned disturbance in the North Mining Area.
