ENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Kent Gorham of the Colorado Division of Minerals <br />and Geology. This site was idled following the shutdown and reclamation of the Lorencito <br />Canyon Mine (;Y C-96-084). The weather was unseasonably mild and ground conditions <br />were generally dry where exposed to the sun. Patchy snow covered less exposed areas. All <br />areas were accessible by foot or vehicle. <br />Roads <br />The operator is reminded to maintain and blade the access road and road ditches to the <br />Refuse Disposal Area (RDA) prior to demobilizing equipment from the site. Roads at the <br />main facility were found in good condition, and if anything, were dusty due to truck traffic <br />(see support facilities section below). <br />Hydrologic Balance <br />Pond 7 held a small amount of water in the front of the pond. The sediment marker in this <br />pond should be reset to accurately depict sediment levels. The pond 7 outlet gate was found <br />closed. The three containments near the refuse conveyor were holding small puddles of <br />frozen water. Pond 8 at the RDA holding water about one foot below the invert of the <br />principle spillway. Repair at the emergency spillway intersection remains to be completed. <br />Pond 4 held water in the southeast corner. The three containments at the RDA conveyor <br />should also be cleaned of sediment before equipment leaves the site. <br />Processing Waste <br />The project involving regrading of <br />the surface of the large refuse <br />disposal area (RDA) north of <br />Highway 12 is nearly complete. <br />Only regrading along the front of <br />the exposed surface remains, and <br />some of this work was completed <br />on the 25`" Improvements to the <br />east downdrain to prevent flow <br />from exiting the downdrain are no~•: <br />complete. The operator should <br />ensure that these improvements <br />function properly during a future <br />snowmelt or rainfall event. Work <br />remaining to be completed at the <br />RDA at this time include cleaning <br />of the 100-year diversion and pond ~~ ci i::iy~. r.~..y ~p.l~tiv~3y repau 1 hose protects. along with <br />others noted, should be completed before eyuiprnent leaves the site. <br />
