III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Sanborn Creek Mine conducted <br />by Tony Waldron of CDMG along with Tom Anderson of Pacific Basin <br />Resources. The mine is active and is currently permitted to <br />mine 1.3 million tons of coal per year and surface handle 1.6 <br />million tons of coal per year. <br />The inspection began at the Bear Canyon Facilities where channel <br />repair work had recently been completed in Bear Creek. The repair <br />work was necessitated by the activation of a small slide in the <br />lower portion of the road/pad fill. Some of the mid to upper areas <br />of the fill were also exhibiting stress features. Therefore, a <br />boulder and soil buttress was constructed at the toe of the fill <br />and on the edge of the stream channel. This activity should <br />prevent the stream from eroding further into the fill and stabilize <br />the slide until the final backfill and grading work is completed in <br />1996. Straw bales were staked in place along the toe of the fill <br />for sediment control and the areas that will not require additional <br />disturbance were seeded. <br />The inspection continued at the upper and lower Hubbard Creek area <br />where reclamation work occurred earlier this summer. The <br />backfilled areas at the lower site were exhibiting considerable <br />cover crop establishment in the form of oats from the mulch that <br />was applied after the temporary seed mix was sown. Overall, this <br />area looks very good with the backfilled areas blending in well <br />with the existing topography while retaining gentle slopes. <br />The inspection was completed on October 27 at the main facilities <br />area. The new fresh air intake portal recently daylighted near the <br />Sanborn Creek Portal and this area was inspected. The daylighted <br />area has been secured with chain link fence and rock bolts around <br />the mouth of the intake and the contractor is still on site <br />finishing up the project. <br />The east yard pond, pond A and the east substation pond were all <br />dry and pond B was holding water just below discharge level. The <br />mine water treatment pond was discharging clear water. <br />The new access road that runs south and parallel of the main <br />beltline has been completed and the beltline has been raised so <br />that the road is now in service. This will allow vehicles to <br />access the east yard without driving through the coal stockpile <br />area. <br />This concluded the inspection. <br />
