King Coal Mine I; UQ. 2 <br />We next inspected the surface lands on the Crawford Ranch above recently mined sections of the <br />underground mine. Minor subsidence cracks were pointed out by Mr. Kaldenbach. These cracks <br />are close to one of the water impoundments in this area and appazently minor cracks intercepted <br />the impoundment during 2006. Mr. Kaldenbach has meet with Mr. Crawford, and Mr. Crawford <br />indicated the impoundment held water during the summer of 2006. Mr. Crawford has also <br />indicated he is satisfied with the permittee's responses to subsidence cracks on his property. The <br />impoundment was dry during the inspection. Mr. Sandlian reported that today Mr. Crawford told <br />him on the phone that a hunter recently drove over a subsidence crack or cracks east of where we <br />were, and we decided it was appropriate to wait until Mr. Crawford was available to find these <br />cracks. Mr. Sandlian committed to follow up on this with Mr. Crawford and Mr. Kaldenbach. <br />This concluded our field inspection. <br />Mr. Kaldenbach conducted a thorough permitting and environmental monitoring records review <br />at the mine offices including the following: DRMS permit expires 8/18/2007; liability insurance <br />is current through 9/1/07; 3`~ quarter 2006 RPE certified sediment pond and refuse pile <br />inspection reports are current; 3~ quarter 2006 visual subsidence inspection was conducted as <br />required 10/18/2006; the CPDES permit expires 6/30/2007 and the renewal application needs to <br />be submitted by January 1, 2007; CPDES DMR's aze current through the 3`d quarter of 2006; the <br />2005 annual reclamation report, the 2006 annual hydrology report and 3'a quarter ground water <br />monitoring reports aze current and available for inspection; the 11/21/2005 reclamation cost <br />estimate for the King Coal I mine is $118,163; the 6/I4/2006 reclamation cost estimate for the <br />King Coal II Mine is $289,111; and DRMS holds a corporate surety bond of $570,000 that is <br />updated through 8/24/2006; there is an October 2005 storm water management plan on file; <br />4/20/2006 succession of operations is approved by DRMS and on file; and we briefly discussed <br />the 11 /29/2006 OSM deficiencies letter to the permittee. This concluded the inspection.
