III. COMMENTS -COMPLIANCE T~~T~ C-gy-Dy/ <br />Ps %( av ~, o~ ~ <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Hayden Gulch Loadout conducted by Jim Stark of <br />CDMG. This is a loadout facility only and it is currently in temporary cessation. The <br />Division has proposed a decision to approve HGTI's application for Permit Renewal 02 <br />and has issued a permit. The weather was warm and overcast and the ground was <br />mostly dry. <br />Mine Identification signs were in place as necessary as were mine permit boundary <br />signs along the entire length of the loadout (including the rail loop and lead track). <br />The truck loop pond (pond 001) contained water several feet below the discharge <br />pipe. The pond did not appear to be (or have been) discharging. The pond <br />embankment was well vegetated and appeared to be stable. There were no <br />erosional problems observed on the pond embankment. <br />The rail loop pond (pond 002) was muddy at the bottom at the time of the <br />inspection. The pond embankment was well vegetated and appeared to be stable. <br />No erosional problems were observed on the pond embankment. <br />All of the ditches in the facility area appeared to be well vegetated and stable. <br />There was no water in any of the ditches and all of the ditches remain stable with no <br />erosional problems noted. <br />All of the culverts in the facility area were clear and appeared to be functioning <br />properly. <br />The truck loop (haul road), the road around the lower coal stockpile and the loadout <br />access road to the office building were stable and in good condition. The roads are <br />becoming overgrown with vegetation due to lack of use. The access road to the site <br />is the Seneca TAHR. This road was stable and in good condition. <br />The facilities area appeared to be stable and in good condition. No erosional <br />problems were observed on the site at the time of the inspection. <br />*** Several patches of Canadian Thistle were observed by the office/truck loop <br />pond/substation area and along and within both coal stockpile areas. These areas <br />should be sprayed to control the spread of the weed. <br />
