III. COMMENTS ~ COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Corm,ents also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Kent Gorham of the Colorado Division of <br />Minerals and Geology. This former underground mine was reclaimed and reseeded in <br />1996 and early 1997. The mine has achieved a Phase fI bond release far the <br />majority of the disturbed area. Ground conditions were very dry and the weather <br />was mild and windy. <br />Revegetation <br />The vegetation on the site continues to appear in a semi-dormant condition due to <br />extrertnly limited soil moisture. Very small American vetch plants and soon low <br />growing annual weeds were noted. The reclaimed areas were traversed on foot and <br />some small weed rosettes of Houndstongue and Scotch thistle were mechanically <br />removed. <br />Soil Methane Area <br />The methane die-out to the east was observed along the Taupal ranch driveway. A <br />peculiar, reasanably well-vegetated area bounds the very necrotic areas and the <br />more normal areas of tt,e pasture. Soil moisture differences would not explain <br />this green band of vegetation. (see photo) <br />
