III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection The comments include discussion of observations made <br />during the inspection Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Kent Gorham of the Colorado Division of Minerals <br />and Geology (DMG) This mine has closed and reclamation of most areas is complete. <br />Ground conditions were soft but generally dry and the weather was cool and mostly sunny. <br />George Patterson of EFMC met me at the site and accompanied me on the inspection. <br />Roads <br />Mine roads were passable and in good condition considering the recent storm on April 10`" <br />Conditions were still too wet and muddy to reshape the water bars to reduce the roughness <br />for vehicle crossings. <br />Hvdroloaic Balance <br />Sediment ponds 4 and 5 were both dry, seeming to indicate that runoff from snowmelt was <br />limited following the recent storm. Spillways and embankments appeared normal. The <br />Magpie Creek diversion was not flowing at the time of the inspection. <br />Topsoil <br />The topsoil piles were appropriately marked as required. Both of these small piles are well <br />vegetated. <br />Revegetation <br />Vegetation is beginning to sprout <br />due to excellent conditions this <br />spring. Green-up of the reclaimed ~~• <br />area is evident as shown in the ~ '` <br />photograph. Cool season grasses ' • - • • <br />and fortis were noted. Mulch and <br />litter cover is good to excellent in <br />most reclaimed areas. Vegetation ~ ~ •`°` - _ - <br />and surface roughness are likely _ ~,,,~..~ _ <br />contributors to the apparent lack of ~'^-'~>~ '"- '~- •'~" _ <br />runoff to the sediment ponds.
