-~ i • <br />INSPECTION REPORT - PAGE 2 <br />FILE N0. 77-193 <br />DATE: .~1, 1984 <br />Decem her <br />OBSERVATIONS OF IMPORTANCE: <br />1. The operator and the inspector walked the permit area to determine the <br />permit boundary. It appeared topographically that the operator was ~~utside of <br />the permit boundary. This was discussed with the operator. The operator <br />stated that BLM had recently located a survey monument west of and b~~rdering <br />his permit area. He further stated that he would contact his survey~~r to <br />accurately determined which areas were outside the permit boundary. If it is <br />determined by an engineering survey that operations exceed the existing <br />boundary, a permit amendment must be submitted. <br />2. The operation was dumping into and blasting above a small drainage which <br />topographically may not be within the permit boundary. Mining within this <br />drainage must be addressed. Reclamation and reconstruction of the drainage <br />must also be addressed. <br />3. Topsoil and fines are used in reclamation. The operator had salvaged <br />some topsoil. The operator stated that he plans to reseed and reclaim an area <br />to the north. Seeding of this area and topsoil stockpiles should be performed <br />in the spring and in accordance with the permit. <br />4. In general, the site has no drainage control plan. Attempts must be <br />made to control drainage on the site to minimize erosion. It was discussed <br />that dewatering rock check dams may be constructed for erosion and sediment <br />control. <br />5. A substantial amount of old equipment and trash (old tires) are on the <br />site. <br />6. The operator requested that a hand written preliminary draft copy of <br />recommendations be given in the field. The inspector did so, and labeled it a <br />draft copy. <br />RECOMMENDATIONS: <br />1. Determine from an engineering survey if all existing operations are <br />within the permit boundary: <br />a. "Granite future" area; <br />b. Boneyard and equipment areas east and northeast of stockpil=_s. <br />Submtit survey information to tVie Division prior to January 10, 1985. <br />
