III. COMMENTS -COMPLIANCE <br />Below aze comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action, <br />This was a partial inspection of the Seneca II Mine conducted on August 21, 2007 by Mike <br />Boulay of the DMG. Dennis Jones of Seneca Coal Company (SCC) was present during the <br />entire inspection. Weather conditions were hot and sunny. Ground conditions were dry <br />throughout the mine site. Cattle-grazing was the only activity at the site during the inspection. <br />Cattle were grazing in the Wadge Pasture and in the upper Wolf Creek areas. <br />Hydrologic Balance <br />Postmine drainage channels were dry and appeazed stable throughout the site. Stock Ponds at <br />several locations were retaining water and cattle were drinking from Stock Pond T32 in the upper <br />Wolf Creek area. Postmine drainage control was functioning as intended and no problems were <br />identified. <br />Roads <br />Roads were dry and generally in good condition throughout the mine site. Road ditches were dry <br />and stable. Culverts in the facilities area and along Road El were maintained and no problems <br />noted. <br />Support Facilities <br />The two former bone yards and the facilities areas were inspected. Cattle were in the facilities <br />area and should not normally be there. They probably had escaped from some other location and <br />were not intended to be there. The Truck Wash Ponds were both retaining water. The supply <br />pond was full and discharging a small amount of water to the perimeter ditch that flows to Pond <br />003. Perimeter areas at these site locations were well maintained and no problems were noted <br />during this inspection. <br />
