(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1977-301 <br />INSPECTION DATE 5/28/04 INSPECTOR'S INITIALS ESC <br />OBSERVATIONS <br />This was an inspection of the Roberts Quarry conducted by Erica Crosby of the Division of <br />Minerals and Geology. Rob Kisner of Colorado Lien Company was present during the <br />inspection. <br />The Roberts Quarry is a surface limestone operation with a permit area of 360 acres and an <br />affected area limit of 54.5 acres. The permit was issued on October 27, 1978. Colorado <br />Lien Company revised the permit in 2000 to change the mine sequence of the operation. <br />Mining will be accomplished in 6 phases that include stripping, backfilling and quarrying. <br />However, there were no changes to the affected area boundary or any additions to the <br />proposed total affected acres of 54,5 acres. <br />Conventional open pit quarrying methods are used, the sandstone and limestone is drilled <br />and blasted. The shot rock is loading and hauled to the crushing, screening and <br />stockpiling areas. A large stockpile of overburden material was noted on the west end of <br />Section V. The operator stated that approximately 1 million tons of overburden is <br />stockpiled in this area to be used for reclamation. The material will be moved to reclaim <br />Phase III once mining is complete. The operator stated that the pile would remain in its <br />current location for 4~ years. The Division was unable to locate information in the <br />permit that describes this stockpile. The revised plan in 2000 (TR-03) only depicts areas <br />A, B and C located to the northwest of Phase Iv as stockpile locations. The operator will <br />need to revise the mining and reclamation plan to address the location and reclamation of <br />this stockpile. See page 4 for further information on the corrective actions. <br />Mining is currently taking place in Phase III (also referred to as Section 27). Two <br />layers of high-grade lime are being mined in this phase. Mining in this area was dictated <br />at this point due to lease issues. Two topsoil piles were noted in the plant site and <br />stockpile location. Twelve inches to 24" of topsoil has been salvaged. Approximately 5" <br />of A horizon topsoil exists, while the remainder is from the B-horizon. TR-03 states that <br />Phase III will disturb approximately 15 acres. <br />The reclamation plan calls for slopes to be reclaimed to 2h:ly. The required topsoil <br />replacement depth ranges from 8"-12 .'• The reclamation plan calls for the site to be <br />seeded with a mixture of Indian ricegrass, wheatgrass, mountain mahogany and rabbit brush <br />at a rate of 18 lbs/acre. <br />The Division currently holds a bond in the amount of $43,000.00. According to the 2003 <br />Annual Reclamation Report, 43.6 acres have been affected to date. The Division will <br />reevaluate the amount of bond necessary to reclaim the site based on the current <br />disturbance.
