• (Page 21 <br />MINE ID p OR PROSPECTING ID A' M$0-746 <br />INSPECTION DATE 10/23/96 INSPECTOR'S INITIALS WHE <br />OBSERVATIONS <br />This inspection was conducted by Wally Erickson from the DMG field office in Durango, 484 Turner Drive, <br />Building F, Suite 101, Durango, CO 81301, phone (970) 247-5193, as part of the review process for <br />Amendment 3 IAM-031. The operation is located approximately 6 miles SE of Durango, on US Hwy 160. <br />Currently, the Montoya Pit is approved for 24 acres affected area and material processing including: <br />crushing; screening and stockpiling; and hot mix asphalt plant. DMG holds financial warranty in the amount <br />of 534,004.00. Mining operations were active during the time of this inspection. Mr. Jack Gilleland met <br />with DMG inspector at the office of C & J Gravel Products prior to the inspection. Mr. John Gilleland met <br />with the DMG inspector during the inspection. <br />AM-03 is a request to add 40 acres of public lands managed by BLM, providing a total permit area of 64 <br />acres. The additional 40 acres area requested under AM-03 will be mined in 10 acre increments, pending <br />BLM approval for each additional 10 acre increment. Reclamation of each 10 acre increment will be <br />completed prior to affecting additional 10 acre increments of the 40 acre area. BLM holds financial warranty <br />in the amount of 511,400.00, as required by BLM contract COC 58143. Contract COC 58143 was <br />approved by BLM on 6/20/96. <br />North, west and south boundaries of the initial 10 acre addition, requested under AM-03, were delineated <br />by 3-wire fence and survey ribbon. Vegetation removal of the 10 acre area had commenced, in agreement <br />with COC 58143. Operator stated that brush debris from the 10 acre area, would be placed on previously <br />backfilled slopes, in accordance with BLM directives. <br />Material excavation and processing appeared to be limited to previously approved areas. Highwalls ranged <br />from 2H:1 V slope to near vertical and were visually estimated to be 30'- 50' in height. Highwalls appeared <br />stable, no evidence of slumping, sliding, or excessive erosion were observed. Operator indicated that by <br />maintaining highwall at near vertical configuration, material remained dry until needed. Operator stated that <br />wet material was difficult to process through crusher. <br />Portable hot mix asphalt plant was not operating during the time of this inspection.
