HYDROLOGIC BALANCE -continued
Ditches and Culverts -continued
above the stagnant water is water-saturated and appears to be a seep. The water in D8 is the only
water on the site other than Trout Creek. Recent precipitation is not evident.
Culverts C1 and C4 are clear and functional.
Proposed New Dowgradient Alluvial Monitoring Well
The operator has suggested a location for the well on the Baumgartel's land. An appropriate location
for the well on that land appears to be in a clearing approximately 50 feet southeast of the power pole
that is nearest the bathhouse. This location would be acceptable if the access to the well site does
not result in excessive disturbance to the Baumgartel's land.
Yard Area
Berms surrounding the former facilities yard are in good condition. There are no problems with the
bathhouse. The yard area is well-vegetated with predominantly smooth brome in the western half and
orchardgrass in the eastern half. Some Timothy is growing throughout.
There is a discarded electric motor and other debris that should be removed 75 feet west of the yard
area, beneath the willow trees approximately 100 feet south of County Rd. 29.
SLIDES AND DAMAGE
Office SAE
The fill slope is well-vegetated and no new slumping or sliding is evident. The small scarp at the top
of the old slump on the east side of the channel is vegetated and appears stable.
The channel down the middle of the fill slope is dry and, as designed, vegetation is growing up
through the fabric channel liner. In places, the liner rests a few inches above the underlying channel
surface and could use re-anchoring. These improperly anchored portions of the liner are where water
flow in the channel was piping beneath the liner last month following a rainy period. Some erosion has
occurred. The operator's consultant, Greg Lewicki, recently said he will soon replace some of the
fabric and anchor it properly. The original purpose of lining the channel was to prevent water
infiltration into the underlying fill material and to reduce channel erosion. Given the mediocre success
of using a fabric liner (this is the second liner installed in the channel), now may be a good time to
consider any advantages that may be gained by installing conventional rock riprap in the channel.
Several pieces of discarded rebar lying on the west side of the channel need to be removed. Another
piece of rebar that should be removed lies next to County Rd. 29 approximately 40 feet west the site's
east entrance sign.
Fan SAE
No problems were found in the area of the former fan portal.
Portal Bench
Fallen rocks litter the bench area but no new rock falls are evident. A few small boulders have made it
beyond the bench down the road embankment to ditch D8.
The slope which was the former highwall has large patches of Canadian thistle growing. Other large
patches of thistle are growing at the west end of the portal bench road. All thistle should be
eliminated.
-4-
