~i <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection flown on December 28, 1999. No compliance problems were <br />observed during the overflight. Joe Dudash of the Colorado DMG reviewed the digital images. <br />There was scattered snow around the mine site; the higher the elevation, the more the snow. <br />There was very little snow at the train loadout, while the West Mine bench was covered in snow. <br />Roads <br />All of the roads, except the road to the R.O.M. stockpile and the road to the old gob pile, were <br />cleaz of snow. All of the roads appeazed to be passable. <br />Facilities <br />No problems were noted at any of the facilities. A train was being loaded and there were no <br />problems with fupi~ive dust. Coal haul trucks were running and the entrances to the train loadout, <br />off of Highway 133, appeared to be clean of coal. There was no coal stockpiled on the <br />crusher/screener bench. Some coal remains at the temporary stockpile area above the <br />crusher/screener bench. <br />Slope Stability <br />There was no evidence of geotechnical instability with any of the cut and fill slopes. <br /> <br />Hvdrolocv <br />There was no evidence of erosional gullying at the mine site azeas. Silt fences were up at the <br />West Mine area and appeared to be functional. There was no evidence of any significant water in <br />the ponds at the West Mine, the ROM pile area and the West Ridge waste pile. <br />c:\ms97\bowie 1 \insp 1299 <br />
