(Page 2) <br />MINE ID # OR PROSPECTING ID #: ~~-ynns_n3c <br />INSPECTION DATE: nQ/(L/ns INSPECTOR=S INITIALS: a lw <br />OBSERVATIONS <br />This was apre-operational inspection conducted by Tony Waldron of DMG along with Gary Pritchard of Bent <br />County. The site is located approximately 14 miles southeast of Las Animas, Colorado. The proposed pit is <br />located in an area where historical mining has occurred over a long period of time and several mined and <br />abandoned pits are scattered across the proposed permit area. <br />The proposed permit area is situated in an area of relatively flat rangeland occasionally broken by shallow <br />drainages leading into larger regional drainages. This site is located across the transition point where the flat <br />plain drops over the upper flank, and shoulder of a larger regional drainage known as Rule Creek, which is <br />approximately 1 mile away from the active channel. The area in between is gently sloping rangeland that falls <br />off evenly from the shoulder to the bottom of the drainage. The slope is gentle enough that it doesn't quite <br />outcrop but has eroded enough over time to expose residual gravels. The permit area will encompass all of the <br />old mined areas and if they are re-disturbed they will be reclaimed along with any new disturbances. <br />There only structure of concern in the proposed permit area is the county road that bisects the permit area. <br />This road will actually be temporarily relocated during mining so that the area under the road can be mined. <br />Once.mining is completed the road will be reconstructed to county specifications. A large portion of one of <br />the previously mined areas is currently being used as a winter cattle feeding and loafing area. The landowner <br />would like to continue using this area once mining and reclamation are completed, however, this was not <br />clearly stated in the permit application. Therefore, the applicant will submit additional material clarifying the <br />reclamation plan. <br />There appears to be adequate topsoil over the area to adequately reclaim the site. The pit bottoms will likely <br />be left as livestock feeding/loafing areas so fhe main areas requiring topsoil replacement will be the re-graded <br />side-slopes. Vegetation over the area is representative of typical short-grass prairie environments in Eastern <br />Colorado and is dominated by blue grama and buffalo grass. There should be no issues affecting the <br />hydrologic balance as this is a high and dry location and run-off from the site should be relatively easy to <br />manage. <br />Based on this inspection, no observations were made that would restrict the approval of this application.
