SNSPECTION EEPOET • P•e 3 <br />elopes have not been subjected thlc year to standard runoff <br />occurring from typical annual anon melt. I am not saying <br />that I am making a judgement call that runoff would occur if <br />conditions were more normal but wish to indicate that it may <br />be possible with other conditions not observable during this <br />inspection. <br />Ae to the status of the "other treatment facilities' on the <br />exposed surface of the reclaimed areas, no rills or gullies <br />were noted on the ezpoeed elopes that would suggested runoff <br />problems with possible effluent violations. There vas some <br />deposition of sediment along most of the uphill aides of the <br />terraces as yell as some of the drop points on the ends of <br />the structures. <br />Eunoff from the permit area vas, however noted from the <br />office shop complez pad that has been left per the operators <br />mine plan approval. Drainage there vas from enovmelt off of <br />the pad. Estimates of the flow were in the one to two <br />gallon per minute range. <br />All surface water floes coming off of the disturbed area <br />whether it be from the reclaimed portions or the pad/shop <br />area enters Mann Drav before leaving the permit boundary. <br />It could be monitored for effluents their but the State <br />Department of Health hoe waived the operator requitment for <br />a discharge permit per the operator request. <br />Mine plan documents were available f-or review at the county <br />courthouse. <br />Current modifications and approvals were noted in the file. <br />Their mining permit, C-81-021, was renewed recently with the <br />expiration date of, April 21, 1993. Temporary cessation of <br />mining letter vas posted with the Division 2/1/89. <br />Their NPDES records for CO-0036854 were last posted in the <br />2nd Qtr of 1-989. The permit has been deactivated per Ms <br />Begay but the ezpiration date is noted ae 12/31/90. <br />Certification for the out of pit spoil dump by a EPE vas <br />last posted 6/6/84. Ground eater monitoring is the only <br />hydrologic function still required by the permit, two <br />alluvial wells, 30C b 33B, one on the upper and the lower <br />reaches of Mann Drav in the permit area. They were last <br />monitored 8/13/89. The current certificate of public <br />liability insurance vas not in their mine plan at the court <br />house, the updated document will be requested and if all ie <br />well, it will be posted with this report as an addendum. <br />CLOSII:C' COISHENTS <br />
