_, <br />III. COMMENTS -COMPLIANCE <br /> <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This partial inspection of the Carbon Junction Mine was conducted by Wally Erickson <br />from the DMG field office in Durango, 484 Turner Drive, Building F, Suite 101, Durango, <br />CO 81301, phone (970) 247-5193. DMG inspector contacted Jim Hendricks near the <br />mine entrance. Mr. Hendricks was excavating utilities trench for the golf course club <br />house. <br />Signs & Markers -Mine identification sign was posted at the mine entrance. Permit <br />boundary markers were observed. Topsoil stockpile signs were posted. <br />Topsoil -Topsoil stockpiles were protected by vegetative cover. Evidence of erosion by <br />drainage or wind was not observed. <br />Roads -Haul roads and access roads were well maintained. Road side drainage ditches <br />and culverts appeared well maintained. Fill depth over road culverts appeared to satisfy <br />the minimum 12" requirement. <br />Hydrologic Balance -Sediment pond 1, located at the south end of the permit area, was <br />dry. Pond bottom and inslopes were well vegetated with grasses. Primary spillway, <br />located at the north end of the pond, was clear of sediment and debris. Vertical riser at <br />spillway inlet was intact. Secondary spillway, located at south end of pond, was well <br />vegetated, no evidence of erosion or instability was observed. Minor erosion was <br />observed on SE corner of pond inslope, resulting from drainage entering pond. Pond <br />inlets at NE corner and east side were protected from erosion with riprap. <br />Sediment pond 2, located along the west side of the permit area, was holding water, <br />water depth visually estimated at 2'. Pond bottom was well vegetated with willow <br />shrubs, cattails and cottonwoods. Evidence of previous erosion was observed along SE <br />side of pond inslope, apparently resulting from drainage escaping from sediment <br />containment ditch located along east side of pond. Sediment containment ditch has <br />been enlarged, flow velocity controlled by construction of 4 rock check dams spaced <br />approximately 40' apart within the ditch. Pond inslopes were well vegetated and <br />appeared stable, no evidence of active erosion observed. Vegetative cover included <br />rubber rabbit brush, sage, current bush, gambles oak, Oregon grape, and various grasses <br />and fortis. Primary spillway inlet with vertical riser was intact. Primary spillway outlet <br />was clear of sediment and debris, discharge approximately 0.5 gpm, discharge clear, no <br />sample taken. Secondary spillway is vegetated open channel, no evidence of erosion or <br />instability. Pond embankment was well vegetated and stable. Thistle were observed on <br />pond embankment. <br />Support Facilities -Mutual Use Area (MUA) contained numerous vehicles and heavy <br />equipment. Fuel tanks were enclosed by spill containment berm, tanks appeared intact, <br />no evidence of rupture or leakage. Approximately 14 55-gallon drums were also located <br />within the MUA, drums were surrounded by spill containment berm. <br />
