~ S <br />Minesite Inspection Narrative <br />Inspection Date November 29 70 30, 1994 <br />Mine: Energy 1 & 2/Eckman Park <br />Company: <br />Colorado Yampa Coal Company <br />29588 Routt County Road #27 <br />Oak Creek, Co. 80467 <br />Weather: variable ranging from clear to cloudy with snow <br />Comments <br />This site was snow covered with snow depths ranging from approximately six <br />inches at the mine office to over three feet at the uppermost end of the site. <br />Because of this snow it was not possible to evaluate all pertormance standards at <br />the mine. Those items not evaluated have been left blank on page one of the <br />MEIR. <br />Mining has been completed on this surface mine for several years and according <br />to Kent Gorham of the Colorado Division of Minerals and Geology (DMG), 2397 <br />acres of the disturbed area has had a Phase I bond release. There is a 5 acre <br />section where the dragline is parked that has not been vegetated as of this <br />inspection. According to representatives of the company the dragline has been <br />sold and will be moved. <br />During the morning of 11/30/94 the County Clerk's office for Routt county was <br />visited to check on availability of the permit and records. Only recent revisions and <br />limited correspondence was on file at the time of this inspection. <br />The Permit and records were reviewed at the company office during the afternoon <br />of 11/30/94. This permit was a renewal issued on 12/15/91 and will expire on <br />12/15/96. A copy of the liability insurance certificate and bonding documents were <br />on file and appeared up to date. As-built pond certifications, pond inspection <br />reports, NPDES discharge reports and water monitoring data was available for <br />review. <br />One monitoring report for spoil seep EP 93-04 dated 5/10/94 showed a PH of 5.6, <br />indicating the possibility of acid mine drainage. While only one sample had a PH <br />of below 6 this seep should be closely monitored by DMG to see if problems with <br />acid mine drainage arise in the future. As the seep in question flowed to a <br />sediment pond no action was warranted. <br />
