III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken d~uing the inspection <br />and the facts or evidence supporting the enforcement action. <br />2 West Portals Site and Substation <br />The portal facilities were reclaimed in the fall of 2000. Powerline removal was completed in <br />2002. The substation was reclaimed in the fall of 2001. These areas appear to be stable, <br />with only minor rill erosion on portions of the reclaimed portal slopes and within the <br />permanent diversion channel. Grade checks of the portal backfill slopes were made by DMG <br />in August 2001, documenting compliance with the approved plan (9/28/01 DMG Inspection <br />Report). The permanent diversion channel was properly certified by a P.E. (6/27/01). The <br />channel remains stable, including the road dip crossing which had eroded and was repaired <br />in August 2001. All facilities demolition and debris removal was properly completed. <br />Substation B Faci/ity <br />This small facility site was fully reclaimed during the fall of 2002. Reclamation included <br />removal of electrical components, structures and foundations, and sealing of an adjacent <br />bore hole. The substation site and adjacent bore hole site land short road segment to the <br />bore hole) were properly graded, extensively roughened, seeded and mulched. The light use <br />road which provided access to the location has been approved for permanent retention, in <br />accordance with landowner request. <br />South Fan Shaft Site, Access Road, and Soil Borrow Area <br />These areas were reclaimed in October 2000. At both the fan site and the borrow area <br />site, slopes were graded very rough, and the sites appear stable with minimal erosion. <br />Graded areas blend into adjacent slopes with no exposed cut slopes or abrupt transitions. <br />No appreciable settling or indications of slope instability were evident. The segment of <br />access road from the 2 West Portals permanent road to the fan site was properly graded, <br />roughened and seeded. All facilities demolition and removal was properly completed. <br />Roadside Refuse Disposal Soil Borrow Area and South Portal Upper Diversion Ditch <br />The borrow area was excavated to provide cover soil and topdressing for the RSRDA <br />refuse pile slopes in 2002. The site was reclaimed in November 2002. The final contours <br />appear to conform to the approved plan, and ephemeral channels were constructed through <br />the site as required. Borrow area side slopes were properly roughened, and have been <br />seeded and mulched, with no indication of erosion or instability. The channels had carried <br />flow due to recent storm runoff, with no appreciable erosion. Channel cross sections and <br />profiles were measured to document compliance with approved designs, and results are <br />reported under DITCH AND CHANNEL MEASUREMENTS AND COMPLIANCE EVALUATION <br />section of this report. <br />The South Portal Upper Diversion Ditch had formerly crossed the location where the soil <br />borrow excavation occurred. The entire ditch was properly graded to blend in with adjacent <br />terrain, and seeded and mulched in November 2002. Drainage from the soil borrow <br />disturbed area is now captured by the new upper diversion ditch located just above the <br />4 <br />
