Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken d'rring the inspection
and the facts or evidence supporting the enforcement action.
DITCH AND CHANNEL MEASUREMENTS AND COMPLIANCE EVALUATION
RSRDA North Perimeter Collection Ditch (segment between upper and lower terrace drain
inlets)
Measured Slope=35%; bw=4'; tw= 11'; d=23" ;riprap D50 appears to be 15"+.
Design specs for Ditch Segment "F" on Exhibit 6C: Slope = 25°k; bw=3'; tw=13.5';
depth=3.5'; i8"D50 riprap.
Evaluation: Measured ditch appears to be steeper than Segment F design, with depth only
half of permit specification. However, there is some uncertainty regarding whether Ditch F
design is applicable to the RSRDA North Collection Ditch segment between terrace drain
inlets. This needs to be clarified, and a separate design for the North Side Collection ditch
should be provided if appropriate. This information will need to be provided and the
necessary construction certification for the North Collection Ditch will need to be provided
prior to the Phase 1 bond release inspection.
RSRDA North Perimeter Collection Ditch (steep segment below lower terrace drain inlet)
Measured Slope=31%; bw=4.5'; tw=12'; d=26"; riprap D50 appears to be 75"+.
Design specs for Ditch Segment "F" on Exhibit 6C: Slope = 25%; bw=3'; tw=13.5';
depth=3.5'; 18"D50 riprap.
Evaluation: Measured ditch appears to be steeper than Segment F design, with depth
slightly over half of permit specification. However, there is some uncertainty regarding
whether Ditch F design is applicable to the RSRDA North Collection Ditch segment between
terrace drain inlets. This needs to be clarified, and a separate design for the North Side
Collection ditch should be provided if appropriate. This information will need to be provided
and the necessary construction certification for the North Collection Ditch will need to be
provided prior to the Phase 1 bond release inspection.
RSRDA North Perimeter Collection Ditch (low gradient segment between toe of pile and
Pond 8 downdrain
Measured Slope=7%; bw=3.5'; tw=8'; d=21"; riprap D50 appears to he 15"+.
Design Specs for Ditch Segment G on Exhibit 6C: Slope=2%; bw=3'; d= 1.5'; tw=9';
9"D50 riprap.
Evaluation: Measured ditch appears to be steeper than Segment G design, but with
comparable capacity and larger riprap. Construction certification will need to be provided
prior to the Phase 1 bond release inspection.
RSRDA Borrow Area North Ditch Segment O
Measured Slope=l0%; bw=3'; tw=9'; d=2'; riprapped.
Design Specs: slope = 50°k; bw = 3'; d =1.1'; tw = 6.3'; riprapped.
Evaluation: Ditch segment as built appears to exceed design requirements.
