III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the North Thompson Creek Mine conducted by Erica Crosby of DMG. <br />No company representative was present during the inspection. The North Thompson Creek Mine is in <br />reclamation only status. Weather conditions on site were overcast and warm. Ground conditions <br />were muddy. <br />Roads The road leading into the North Thompson Creek Mine was in good repair. The gate at the <br />mine entrance was locked. <br />Hvdroloaic Balance Portal water was higher than normal, but was contained within the bermed area. <br />Mine water was entering the Long Pond from Mine #1 and Mine #3. The Long Pond contained a high <br />concentration of iron near the inlet of the pond. Towards the end of the pond, there was very little iron <br />deposits noted, and the water appeared clear. The operator may need to dredge the inlet of the pond <br />to allow for more settling time. Ponds T-1 and T-2 contained the mine water as well, and the <br />discharge into North Thompson Creek was clear. A portion of the water from T-2 was discharging <br />from the emergency spillway pipe into the sediment pond. The Division is not aware that this overflow <br />into the sediment pond is accounted for in the permit and the designs. The water in the sediment <br />pond was below the primary discharge pipe. If water from T-2 persists, the sediment pond may begin <br />to discharge. At this time, all mine water is contained in either the treatment ponds or sediment pond. <br />The operator should address this issue. <br />Backfillino & Gradino The backfilled and graded area showed no signs of instability or erosion. The <br />portal areas have yet to be reclaimed. Portal reclamation is currently being addressed in TR-19. <br />Reveaetation Vegetation is well established at the mine site. Numerous grasses and shrubs were <br />noted. <br />
