(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1994-096 <br />INSPECTION DATE 12/07/04 <br />INSPECTOR'S INITIALS ESC <br />This was an inspection of the Russell Gravel Pit conducted by Erica Crosby of the Colorado <br />Division of Minerals and Geology. Robert Pittington, Jr. of High Plains Sand and Gravel was <br />present during the end of the inspection. <br />The mine site is located 4 ~ miles north of Wellington on the east Frontage Road of I-25. <br />Since the Division's last inspection, the operator was ordered by the Mined Land Reclamation <br />Board to secure an approved 112c Permit for mining outside of the permit area. High Plains <br />Sand and Gravel submitted a complete Conversion Application (CN-01) on November 8, 2004. The <br />operator proposes to increase the permit area from 6 acres to 49 acres. <br />This inspection was conducted to review the acres that will be included in the permit <br />area. An existing 13 acres of land has already been mined or is in the process of being <br />mined. The 49 acres of land is separated into 6 different areas, listed as follows: <br />• Previously mined pit: 6.98 acres <br />• Existing gravel pit: 6 acres <br />• Phase 1: 10 acres <br />• Phase 2: 10 acres <br />• Phase 3: 10 acres <br />• Existing family residence and out buildings: 4.39 acres <br />• Residual land remaining: 1.12 acres <br />The CN-O1 application states that standard earthmoving equipment will be used for mining, <br />grading and contouring mine slopes. Each mining phase will be 10 acres in size and will <br />last for approximately 10 years. The operator anticipates that reclamation work will <br />commence upon the completion of each phase of work. Graded slopes will be a maximum of <br />3h:ly. Topsoil will be replaced to a depth between 6" to 12". The proposed seed mixture <br />includes the following species: Western Wheatgrass, Sideoats grams, Blue grams, <br />Switchgrass, Green needle grass, Big Bluestem and Yellow Indian Grass. <br />The area of expansion for the site consists of dryland pasture. It appears that High <br />Plains Sand & Gravel identified all structures within 200 feet of the affected land. It <br />remains unclear if the shop and office buildings are a component of the mining operation, <br />or part of Pittington Construction Company.
