III. COMMENTS • COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />serve any further useful function, and in some locations would likely causesidecutring if there was <br />significant flow in the ditch. These straw bale checks should be removed or at a minimum the bales should <br />be broken up, stakes removed and the loose straw dispersed along the ditch. The following ditch cross <br />section measurements were taken during the inspection to allow for detailed compazison with permit <br />designs, to be undertaken as a part of the mid-term review. Segment designations are in accordance with <br />permit Illustration 6A. <br />RP-SA East Perimeter Ditch <br />Segment 7 is the upper, low gradient segment of the ditch. At a point approximately 120 feet north of <br />the haul road, the ditch was a wide "V", approximately 1' deep by 6' top width. No check dams were <br />specified in the design for Segment 7. <br />The first rock check was encountered approximately 240' north of the haul road, appazently at the <br />upper end of Segment 8. At the first check, d=2', TW=14'. Five additional rock checks were spaced <br />along the segment above the dozer crossing culvert, with between check spacing ranging from 45' to <br />75'. At the second rock check, d=3', tw=13'. Immediately below the d" rock check, d=18", tw=12'. <br />Just below 18" culvert at Pit to Pit dozer crossing road ,ditch is a broad "V" shape, approximately 3' <br />(d) with 12' (tw). The location of the Pit to Pit dozer crossing road on Illusffa6on 6A sketch does not <br />correspond to that on Map 77A. Map 77A may need to be amended. Distance between first and <br />second rock check dam on this segment is45', subsequent check spacings are 90', 54', and 7S. At the <br />lower rock check on this segment, d=1.5', tw=14'. Al] of the rock checks on RP-SA perimeter ditches <br />aze angular rock of the same type used forriprap. <br />Segment 9. From the lower rock check in previous segment, there is no channel protection for <br />approximately 270', at which point ariprap segment begins. This segment corresponds to the "No <br />protection required" segment of Illus. 6A. <br />Segments 10 and 11. The riprap extends along a steep section of ditch to a point a short distance <br />beyond where the ditch toms sharply to the west. Theriprap section corzesponds to Ditch Segments 10 <br />and 11. Riprap is angular rock, approximate 6" avg. diameter. At the bend of the ditch 1Seg. 11), the <br />channel was trapezoidal, d=2', bw=10', tw=13'. <br />Segment 12. The roughly 400' segment of channel extending to the Pond SA inlet is a grass lined <br />channel with 6 rock checks, with spacing varying between 60' and 40'. Trapezoidal channel with <br />d=2', bw=9', two {S' <br />1tP-SA West Perimeter Ditch <br />At the upper end of the west perimeter ditch, there are severalriprapped ditch sections, sepazated by <br />non-riprap sections with rock checks of varied spacing (roughly corzesponding to Ditch Segments I <br />through 3). Near the upper end of Segment 1, at the base of a shortriprap segment, ditch appeared to <br />be less than 12" deep in one location, and build up is warranted. One nonaiprap section near the <br />upper end of the ditch extended for approximately 200 feet with no rock checks. Along the second <br />riprap section, ditch was trapezoidal, with d=3', bw=10', tw=18'. <br />Below the second riprap section is a segment of trapezoidal ditch with rock checks averaging 45' <br />spacing (Segment 4?). At a typical location between rock checks, d=2',bw=5', and tw=12'. At a <br />representative rock check location, d=approximately 14". Below the lowerriprap segment, ditch was <br />"V" shaped, with d=] 8" and tw=7'; spacing between rock checks approximately 45' (Segment 4 or 5). <br />
