III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />water baz extending from the lower end of the conveyor route to the SAE sediment trap adjacent to <br />the arroyo immediately south of theloadout bench. <br />• Rock Dust Shaft Site #1, reclaimed last fall, was inspected. As noted in previous inspections the site <br />grading was excellent, very rough for enhanced success of broadcast seeding. Rock check sediment <br />tiap was in good condition. <br />• Other outlying facilities inspected included the new rock dust shaft site (RDH-2), the B Shafr Site, <br />RS-I site, RS-2 site, and the Halandrus landfill site. Tn general the facilities appeazed to be properly <br />maintained. At the B Shaft site, access to the Shafr is prevented by high fence with locked gate, but <br />for some reason the steel grate cover for the shaft was removed at some point and not replaced. The <br />grate should be replaced. At the landfill, some debris had been placed adjacent to the active disposal <br />pit and not yet pushed into the pit, and this needs to be done: Also, the upper overburden stockpile <br />had been used for soil borrow some months previously and a steep scarp remains. The stockpIle slope <br />needs to be graded to eliminate the scarp, and the slope reseeded. <br />To soil <br />The topsoil sign for the stockpile southwest of the RP-1 refuse azea was not observed. If nolpresent, a <br />new mazker should be installed. <br />A gully was noted along thewest side of RP-2!3 subsoil stockpile and on the lower south slope ofof <br />the RP-SA topsoil stockpile (below the terrace). Both gullies need to be stabilized. <br />Some areas of the south facing slopes of the refuse azea topsoil and subsoil stockpiles have poor <br />vegetative cover, and re-seeding with stabilization mix may be warranted. <br />Fish and Wildlife <br />• Deer and elk sign, tracks and evidence of grazing and browsing of reclaimed areas was abundant in' <br />most azeas. Particulazly heavy use by elk was apparent in the vicinity of reclaimed RP-1 and the refuse <br />area soil stockpiles. <br />• There was a relatively fresh hawk carcass on top of one of the refuse azea soil stockpiles neaz the outer <br />edge. There were no wounds appazent, and the cause of the hawk's death was not evident. <br />
