The barrier was <br />required to allow CC&V to place and leach ore in Phase IVC lined and certified area. <br />Previous plan was to move the load out Bin area from the current location and have the two <br />acres that it occupied by the load out bin, which is lined but not certified, re-lined and <br />certified, However, the cost of moving the load out bin as envisioned in 2000 when <br />amendment # 8 was approved had increased by a larger amount than anticipated. CC&V decided <br />to move the load out bin if and when a mine expansion application is submitted at a future <br />date. In the mean time CC&V wanted to start placing ore and leach in the already lined <br />certified portion of the Phase IVC area by placing a barrier lined area delineating the <br />uncertified portion from the certified portion of the Phase IVC area. <br />CC&V submitted Technical Revision # 48 to place the barrier along the entire length of <br />the Phase IVC lined and certified area, with an adequate buffer certified lined area <br />separating the two acres covered by the load out bin area. The width of the exposed liner <br />was three feet. <br />In addition to the Division being present, Golder and Associates QA/QC, David Geier, <br />geotechnical engineer and Mark Vanoni of CC&V were present during the placement of the <br />liner. The placement of the barrier liner and all the repair work was conducted in <br />accordance with the approved specification in Amendment # 8. <br />The entire length of the welded liner from the toe, to the top of the pad length was <br />vacuum tested. All repaired liner was also vacuum tested. <br />Repair work was conducted in accordance with the approved specification for liner . <br />deployment in Amendment # 8. All areas of defect were identified and marked for repair <br />addition to the obvious tear, all <br />and vacuum tested. Prior to liner <br />nuclear density test of the clay 1 <br />exceed the required compaction.
