MINE ID # OR PROSPECTING ID #: M-1989-092 <br />(Page 2) <br />INSPECTION DATE: 6/9/2006 INSPECTOR'S INITIALS: cmr <br />This was a normal monitoring inspection of the Oaklands Ranch pit conducted by Chris Rowe of the Colorado <br />Division of Minerals and Geology. Mr. David Curtis was present as the representative of Oaklands Ranch Inc. <br />the operator and landowner of the pit. The Oaklands Ranch pit is located along Highway 105 about three miles <br />south of Sedalia along the west bank of West Plum Creek. <br />The site was active during the inspection. Mining is currently progressing on the east side of the pit, and may <br />be 80% mined-out at this point. The mining was progressing at 3:1 or greater slope. The slopes along the <br />west and a majority of the north side have been revegetated. The existing topsoil pile was vegetated and <br />protected. Additional fill had been recently brought in to continue reclamation activities, The required signs <br />and markers were in place. <br />Several weeds were noted on the site; the primary one was diffuse knapweed. The knapweed was mostly on <br />the upper portions of north and east side of the pit. The Operator already has an ongoing weed control <br />program and agreed to spray that area. In a follow-up phone call, the Operator indicated that the weeds had <br />already been sprayed. <br />One problem was noted during the inspection. The diesel storage tank and fill hose did not have secondary <br />containment (Rule 3.1.6). The tank is located on the top southwest corner of the pit. The fuel is gravity feed to <br />a nozzle at the bottom of the pit. The corrective action for the operator will be to install by some means <br />secondary containment for the diesel fuel tank. <br />At the end of the inspection there was a discussion about how the Operator could remove a small ridge just <br />south of the permit boundary. Some options include submitting an "is it mining" letter, amending the permit to <br />create a 112 permit, revising the permit to allow for the use of the fill as part of the mine reclamation, The "is it <br />mining" letter appeared to be the best first option to pursue.
