During the first day of the inspection cattle were observed above <br />the mine site. On the second day they were observed on the mine <br />site, especially in the areas of the Long pond, treatment ponds, <br />and the refuse pile. It appears that the cattle may have <br />contributed to poor success of seeding efforts at the Long Pond <br />this past year. After reseeding the operator may want to fence <br />around the Long Pond to prevent any grazing and to improve <br />vegetative success. <br />The Long Pond was discharging into the underground pipe network. <br />This water was carried to pond T-1 which discharged into Pond T-2, <br />which discharged into a ditch below the Pond P-9 emergency <br />spillway. T-1 and T-2 both have closed principal and emergency <br />spillways. Audible evidence of flow was observed in both these <br />spillway combinations. There had also been a flexible plastic pipe <br />placed below the emergency spillway of T-2 to direct water to P-9. <br />No water was flowing from T-2 to P-9 at the time of the inspection. <br />Evidence of recent flow through and out of this pipe was found <br />above P-9. <br />All the discharge from T-2, estimated to exceed. l2 gpm, was being <br />directed to the refuse pond through a rubber pipe and ditch which <br />originates immediately east of the P-9 spillway. The ditch <br />collects disturbed area runoff from east of pond P-9 and directs it <br />to the refuse pond. The water level in the refuse pond was below <br />the bottom elbow of the principal spillway riser. P-2 has a closed <br />channel 8" PVC primary spillway and open channel emergency <br />spillway. The emergency spillway has a willow tree growing in it. <br />The tree should be removed since it would block flow. One <br />piezometer/monitoring well was observed at the southeast corner of <br />the pond embankment. <br />The haul road leading to the loadout, the reclaimed loadout site, <br />as well as the location of the reclaimed conveyor on the west side <br />of the Roaring Fork River were inspected. The map indicating the <br />locations of drainage culverts along the haul road was in error. <br />There were more culverts installed than indicated by the map. In <br />addition culverts were not necessarily installed at the locations <br />noted on the map. The operator must update and correct the map to <br />correctly depict the location of culverts in the field within 30 <br />days. <br />
