INSPECTION REPORT - PAGE 2
FILE N0. 80-156
DATE: May 1, 1985
OBSERVATIONS OF IMPORTANCE:
1. The inspector was accompanied by Mr. Don Hellman during the inspection.
The inspector appreciates Mr. Hellman's cooperation during the inspection.
2. Topsoil has been salvaged but may not be sufficient to reclaim the site.
Methods of salvaging topsoil were discussed. Pit run material or overburden
has been spoiled over topsoil on slopes on the north side of the operating
pit. This has been minor. Topsoil is thin, approximately 6". Topsoil
stockpiles were not clearly marked, graded or reseeded.
3. There is a dam constructed (pre-existing) in the pit area. This dam acts
as effective sediment control for the upper portion of the site. The dam is
approximately 10 feet in height. The dam is constructed of what appears to be
a good growth medium. The dam appears to be stable geotechnically and is
revegetated. The height may be high for sediment control.
RECOMMENDATIONS:
1. Salvage, stockpile, grade and reseed topsoil stockpiles. To avoid
mishandling or contamination please mark topsoil stockpiles with signs.
2. Investigate the necessary volume requirements of the sediment control
dam. This structure could be descreased in height. The material in the dam
could possibly be used for reclamation. Upon final reclamation this structure
should be breached and graded unless it is to be apart of the final land use,
i.e. stockpond. If that is the case a storage water right may be necessary.
3. Because of the permit boundary situation and the lack of clarity as to the
acreage of this pit, the Division recommends that the permit be amended,
please refer to Rule 1.8. Submit an amended permit application on or before
July 12, 1985 to address but not be limited, to the following items:
1. Updated maps indicating the permit boundaries, acreage and
i~acilities, etc.
f:. Updated mining and reclamation plan for the site.
Topsoil handling and storage.
4~. Waste handling and reclamation anticipated
5. Anticipated drainage configuration and pattern upon final
reclamation.
~yt
cc: Mr. Don Hellman (with 112 application form and copy of CMLRD Mineral
F:ules and Regulations
Doc. No. 0484
