`~ <br />':III. COMMENTS -.GOMP.I!IANCE <br />Below are comments ~on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />The lower 100 foot segment of the RP-4 westside.ditch, just above <br />the sediment pond west inlet, has experienced substantial <br />downcutting. The eroded segment of ditch will need to be regraded, <br />and it would appear that several rock check erosion control <br />structures should be installed along this segment. <br />A fairly large area of compacted refuse on RP-4 drains toward the <br />north. It would appear that installation of one or more <br />interceptor ditches would be appropriate to prevent erosion of the <br />north facing refuse slopes. Several seep areas have been observed <br />on upper portions of the north facing RP-4 outslopes, and <br />interceptor ditches installed below the seep locations would <br />further minimize erosion of refuse material from the outslope. <br />Support Facilities <br />Emergency drill sites LW9-1 and LW9-3 constructed last winter have <br />been sealed, the pad areas graded to AOC and topsoil respread. <br />Seeding and mulching apparently was not completed prior to snowfall <br />in mid-October. The sites should be seeded as soon as they are <br />free of snow cover. Also, some additional grading is necessary <br />within a portion of the LW9-1 site. Specifically, additional <br />grading is necessary to establish a uniform gradient along the <br />affected segment of the arroyo along the lower edge of the <br />reclaimed pad. Upon completion of regrading of the arroyo segment, <br />the channel should be seeded and lined with erosion control <br />matting. <br />
