`~ ':III. COMMENTS -.GOMP.I!IANCE Below are comments ~on the inspection. The comments include discussion of observations made during the inspection. Comments also describe any enforcement actions taken during the inspection and the facts or evidence supporting the enforcement action. The lower 100 foot segment of the RP-4 westside.ditch, just above the sediment pond west inlet, has experienced substantial downcutting. The eroded segment of ditch will need to be regraded, and it would appear that several rock check erosion control structures should be installed along this segment. A fairly large area of compacted refuse on RP-4 drains toward the north. It would appear that installation of one or more interceptor ditches would be appropriate to prevent erosion of the north facing refuse slopes. Several seep areas have been observed on upper portions of the north facing RP-4 outslopes, and interceptor ditches installed below the seep locations would further minimize erosion of refuse material from the outslope. Support Facilities Emergency drill sites LW9-1 and LW9-3 constructed last winter have been sealed, the pad areas graded to AOC and topsoil respread. Seeding and mulching apparently was not completed prior to snowfall in mid-October. The sites should be seeded as soon as they are free of snow cover. Also, some additional grading is necessary within a portion of the LW9-1 site. Specifically, additional grading is necessary to establish a uniform gradient along the affected segment of the arroyo along the lower edge of the reclaimed pad. Upon completion of regrading of the arroyo segment, the channel should be seeded and lined with erosion control matting.
