1 <br />III. COMMENTS -4COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was the 4th quarter complete inspection for the Deserado Mine. <br />The inspection began with an office records check on the afternoon <br />of December 17. Field inspection was conducted on December 18. <br />Weather was clear and very cold on the 18th, with ground conditions <br />frozen, and 2-4 inches snow cover in most areas. Ground conditions <br />limited the inspection for the most part to areas which could be <br />accessed from the main roads. I was accompanied by Dave Anderson <br />on the 18th. <br />At present, mining is being conducted on Room and Pillar Area #1. <br />Dave Anderson indicated that longwall delivery is expected shortly, <br />and current projections are for the longwall to be set up and <br />running by May, 1997. The operator is still importing coal from <br />Colowyo to meet the needs of the Deseret power plant. Transfer of <br />the permit from Wester Fuels-Utah to Blue Mountain Energy is <br />currently under review. Notice of the transfer was published in <br />the December 12, 1996 issue of the Rangely Times. <br />Availability of Records <br />Required records were on file in the mine <br />the 3t° quarter, 1996.
