III. COMMENTS-COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Joe Dudash of the Colorado Division of Minerals and <br />Geology. No one represented the operator during the field inspection. <br />Unit Train Loadout <br />The Union Pacific Railroad is replacing railroad ties along the North Fork spur line. The railroad is <br />temporarily storing some equipment on site. Several trucks, semi trailers and gondolas were on site. <br />The sediment control system for the loadout was functional. Collection and diversion ditches had <br />sufficient capacity and culverts were cleaz. The sediment pond was dry. The three entrances to the site <br />were open and each had a mine ID sign, although the operator needs to install new signs at all of the <br />mine facilities sites. The road entrances were in good condition and there were no signs of coal dust on <br />the state highway. <br />Hi way Coal Stockpile <br />This site has been temporarily reclaimed. There were some Union Pacific railcars on the spur line at <br />this site. The entrance road was in good condition. The site had a fair amount of vegetative cover. No <br />slope stability problems were noted along the cut slope. The sediment pond was dry. The straw bales <br />around the entrance to the west side culvert still need a little repair. Also, more disturbance mazkers aze <br />needed. <br />Run-of--Mine (ROM) Stockpile <br />Most of the refuse has already been shipped out from this site. Underneath the remaining refuse is soil <br />from the construction of the East Mine facilities benches. The outslope of this soil material was well <br />vegetated. There was no ponded water on top of the stockpile. There was a little standing water in the <br />sediment pond. The pond embankment appeazed to be stable and was well vegetated. The graveled <br />haul road was in good condition and the surface disturbance markers were up aoound the site. <br />Well Field <br />The topsoil stockpile at this site was welt vegetated, although the topsoil sign was off of its post. The <br />entrance road was a little rutted but passable. More surface disturbance mazkers aze needed at this site. <br />c: /word/bowie 1 /insp0605 <br />
