III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a partial inspection of the Seneca II-W Mine conducted on October 23, 2002 by Mike <br />Boulay of the DMG. Dennis Jones of Seneca Coal Company was present during the entire <br />inspection. Weather conditions were cloudy and cold. Ground conditions were wet throughout <br />the mine site. Coal was not being hauled from the mine at the time of the inspection. <br />Roads <br />.Roads site wide were very wet and. muddy_ Haul Road A and G Road were partially accessible_ <br />Haul Road J was accessible into the II-W South azea. The dragline was operating in II-W South, <br />and scrapers were working to remove and haul topsoil from a portion of the South Area pit. The <br />remainder of the mine site was not accessible due to very slick road conditions. <br />Hydrologic Balance _ <br />Site Pands 005 and 006 were inspected. Pond 005 was retaining water at a Level well below the <br />primary spillway. Pond 006 was neazly full but was not dischazging. Pond 005 and Pond 006 <br />inlets, embankments, and discharge structures were stable and no problems were noted. Pond <br />016. was viewed from Haul Road J. This pond was.neazly full to the level of the primary <br />spillway. The rain gauge at the mine entrance along Haul Road A indicated that the mine site <br />had received .35 inches of rain during the previous 24 hours. <br />Backfill and Gradine <br />The D Pit was viewed from Road G. The regraded pit area appeared stable. The D Pit is <br />scheduled to be topsoiled and seeded in October, 2003. Dozers were actively working in the <br />lower end of the A Pit. Backfill and grading is scheduled to be completed in the A Pit by <br />December, 2002_ <br />
