III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement acfion. <br />As indicated in the TR-59 adequacy review letter dated August 8, 2007 there are discrepancies <br />between the PM-2 System SEDCAD demonstration and Exhibit 20-2 regarding culvert <br />designation and routing of Channels PM-2 and PM-2A. Exhibit 20-2 with TR-59 revision shows <br />a segment of PM-2A branching off and joining PM-2 at point EEE. These locations were <br />inspected in the field to verify the information presented in TR-59. On the ground, PM-2A does <br />not branch off and join PM-2. This along with the culvert designations above Pond 016A should <br />be corrected with the revised materials submitted for TR-59 adequacy responses from SCC. One <br />other location noted in the TR-59 adequacy review is the junction of Channel PM-2 with PM-3. <br />As indicated in the TR-59 design and as shown in the attached Photograph Number 3, Channel <br />PM-2 is aligned perpendicular to PM-3 at the point of confluence. This is an abrupt transition <br />and is not a geomorphically stable configuration. The original approved design showed a more <br />gradual transition (wider angle formed by PM-2 and the lower segment of PM-3). The design <br />should be addressed and revised with SCC's adequacy responses to TR-59 and the construction <br />on-the-ground should be changed accordingly. <br />
