This inspector noted a serious infestation of diffuse knapweed throughout the active disturbed areas and much of the surrounding land. It is difficult to ascertain whether the infestation within the permit boundary is contributing to the infestation outside the permit boundary or vice versa. However, the infestation appears to be most serious in the active disturbed areas such as the pit floor. Review of the permit file does not indicate a plan for control of noxious or pest weeds. Also, Mr. Leidich could not confirm an active weed control program for diffuse knapweed at the Ute Mine. Therefore, the Division considers this matter to be a problem and requests that Robinson Brick Co. submit a weed control plan for diffuse knapweed to bring the site into compliance with Rule 3.1.10(6). Rule 3.1.10(6) requires that methods of weed control shall be employed for all prohibited noxious weed species. The operator will be expected to incorporate an approved weed control plan for diffuse knapweed into the permit under the terms of a technical revision as well as conduct weed control for diffuse knapweed at the site until the infestation has been brought under control. Please see page 4 for corrective actions. The Division encourages the operator to consult with various state and/or local weed control specialists for assistance in developing a weed control plan for diffuse knapweed at the Ute Mine.
