(Page 2)
MINE ID # OR PROSPECTING ID #: M-2nn3-nm
INSPECTION DATE: OS/m im3 INSPECTOR=S INITIALS: ~_
1. Apre-operation inspection of the proposed "Nissen Farm Resource" was conducted as the operator currently has a
Regular 112 Application for 125.88 acres under review by the Division. The Nissen Farm Resource is located
approximately 2 miles east of Greeley along East 18th Street and is close proximity to the South Platte River. Present
during the inspection was Jeff Gregg of Hall-Irwin Corporation.
2. The applicant has posted an entrance sign in conformance with Rule 1.6.2(1)(b) to clearly identify the site as the
location of a proposed mining operation.
3. All permanent man-made structures noted during the field inspection were verified on the applicant's pre-mining and
mining plan maps.
4. The Plumb Ditch located immediately south of the proposed area of excavation was noted to be unlined and Flowing at
better than 50% of capacity.
5. There was a Flood control dike noted along the north permit boundary. Mr. Gregg confirmed that this feature will
remain intact during mining and reclamation of the Nissen Farm Resource. This inspector also noted that the corridor
between the flood control dike and the South Platte River was primarily riparian habitat and ranges from 200 to 800 feet
in width. There were a significant number of large cottonwood trees in this corridor. This area appears to be good
habitat for a variety of wildlife species and will not be disturbed during mining. Mr. Gregg confirmed that all trees noted
will remain intact and not be disturbed during mining. This inspector also notes that the riparian corridor is a continuous,
large area that extends far beyond the boundaries of the proposed operation.
6. The undisturbed area appeared to be marginal farmland with no evidence of noxious weeds.
7. A wild turkey hen and chicks were noted along an access road in the northeast corner of the proposed operation. The
access road forms the southern boundary of the riparian corridor noted in Item 5 above. Mr. Gregg indicated that mining
will begin in the northeast portion of the permit area and that mining and reclamation to two (2) water storage ponds will
occur within a short period of time, ie: 1-2 years, thus minimizing any potential impacts on wildlife in the adjacent riparian
corridor.
8. This inspector found no problems during the inspection. The Division has currently scheduled a hearing before the
Colorado Mine Land Reclamation Board at the August 20, 2003 meeting for consideration of the application over
objections.
I & E Contact Address
NAME: Mr. Jeff Greqq
OPERATOR: Hall-Irwin Corooration
STREET: 3026 4°i Avenue, PO Box 2150
CITY/STATE/ZIP: Greeley~CO 80632
cc: Carl Mount, DMG (via E-mail)
