• (Page 21 <br />• <br />MINE ID rY OR PROSPECTING ID rX M-1995-034 <br />INSPECTION DATE 10/31/00 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of Construction Materials 110 permits and to review <br />the changes involved in the recently-approved amendment (AM-011. The operator was contacted about the inspection and <br />was present throughout the inspection. <br />The amendment mentioned above involved the addition of land to the permit. The operator has already marked the new <br />permit boundaries. The required permit ID sign was posted on the entrance gate to the site. <br />The financial warranty was recalculated as part of the amendment, and the total was increased. The new amount is <br />deemed to be sufficient to reclaim all permitted disturbance. The operator has 60 days from notification, until 12/11 /00, <br />to provide this increase. The operator should be aware of the tasks included in the reclamation costs; the site must be <br />operated according to the plan so that reclamation liability does not exceed the bond, but all reclamation work performed <br />toward final reclamation will be considered when the operator requests a bond reduction. <br />The site was active at the time of the inspection. Truck and loader teams were pulling material off the eastern highwall <br />and hauling it to jobs offsite. Outside contractors are operating at the site, with some oversight provided by the permittee. <br />There is no equipment operating there belonging to the permittee. The floor is about 15 feet deeper than surrounding <br />unmined land, and is somewhat level. It will be finish graded during final reclamation. <br />The site is nearly completely mined out. Pit slopes varied: the south slope was 3:1, the west and north slopes are vertical, <br />the east slope is partly graded down and partly vertical. Mining ceased along the west and north sides with enough <br />unmined material to reduce the highwalls to 3:1 slopes using all onsite material. When the bulldozer is available onsite <br />again, the final slopes will be established. <br />Recent rains have caused a small amount of impoundment in the pit, but otherwise this site is dry. The original reclamation <br />plan required that topsoil be salvaged for final reclamation. The recent amendment eliminated that topsoil requirement <br />since the materials throughout the site is suitable as growth medium. There is still a topsoil stockpile along the east side <br />of the pit, which may or may not be respread. If not, it will be exported from the site. The final surfaces will be finish <br />graded, ripped as needed, and revegetated according to the plan. <br />The ditch known as the Brownlow Lateral was observed. It is clearly a conveyance which has not been maintained or used <br />in many years. The southeast corner of the pit is within 100 feet of this ditch, but there appears to be no possibility of <br />adverse impact, as long as the operation does not pass outside the well-marked boundary corner.
