ORIGINAL -PUBLIC FILE <br />(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-I997_nsa <br />INSPECTION DATE: lII/15/m INSPECTOROS INITIALS: ~1~ <br />OBSERVATIONS <br />The Division conducted a pre-operational inspection of the site on 10/12/07 in response <br />to an amendment application to expand the mining plan. Present during the inspection <br />was Mr. Tom Maul of Front Range aggregate. <br />1) Site is a large aggregate and quarry operation located 10 miles west of Canon City <br />on the north side of Highway 50. <br />2) Permit area covers 513 acres. <br />3) Site was succeeded from Agile Stone LLC to Front Range Aggregates in 2004. <br />4) An amendment to increase the mining limit and depth for both the gravel and granite <br />quarry was submitted on September, 2007.It was called complete on 9/22/07. <br />5) Amendment application sign was posted at the access to the property as required in <br />the Rule. <br />6) Given the size of the permit area and the difficulty of reaching the permit boundary <br />along the North East side and the fact that the Tallahassee river was flowing and no <br />crossing was available, that portion of the permit boundary was not looked <br />inspected. <br />7) Site was active at the time of the inspection, Mr. Maul explained the long term plan <br />for the site. The amendment application proposes to change the post mining land use <br />for both operations to water storage. The quarry portion will be lined in areas <br />where needed or where there is a visible fracture in the shale. <br />s) Mr. Maul stated that this year the water table had risen by approximately 10 feet, <br />which was evident in the pit floor. A portion of the pit floor was still under <br />water. He stated and was confirmed by SEO, the operator has a well permit to cover <br />for the evaporative loss and what is being utilized by the current and proposed <br />expanded operation <br />9) The current permit area which is being amended to increase the site has with in the <br />permit area several power poles, which are permanent man made structures, not <br />identified as such in the amendment application. Mr. Maul stated that all of the <br />owner poles are expected to be moved. He was notified to list them in the Exhibit <br />and either get a Notarized agreement with the owners of the power poles in case <br />damage occurs due to mining or commit to staying 200 feet from each pole. He said he <br />will find out if the structures are owned by Front Range aggregates or others and <br />comply with the requirements. <br />10)The entire permit area was driven and inspected. Mr. Maul was requested to submit <br />new maps, to avoid some of the confusing on current and proposed affected areas. He <br />agreed to provide the requested maps as soon as possible.
