A partial inspection of the Solberg Pit was conducted in accordance with the Division's <br />monitoring program for 112 operations. The operation is permitted for 87 acres. The post- <br />mining land use is rangeland. The operator has posted a financial warranty of $35,000 in the <br />form of a Certificate of Deposit. <br />2. There was active mining during the inspection. The operator was mining the west face of <br />the existing pit. All activiL-y noted occurred inside the permit boundaries. Approximately <br />20-25t of [he permitted area has been disturbed. The remaining area to the south has not <br />been disturbed. It should be noted that the eastern portion of the existing pit was <br />disturbed prior to 1973 and is not included in the current permit boundary. <br />3. The exposed overburden in the pit is a fine sand, highly prone to erosion. There was <br />evidence of rill and gully erosion along several of the exposed slopes. These slopes will <br />eventually be mined and regraded to a configuration consistent with the reclamation plan. <br />4. Dominant vegetation in the surrounding undisturbed area included little bluestem, blue <br />grams, and various wheatgrasses. The range appeared to be in good condition. <br />5. Signs and markers were adequate for compliance with Rule 3.1.12 of the Construction <br />Materials Rules & Regulations. <br />6. Topsoil has been salvaged and stockpiled around the perimeter of the existing pit. The <br />stockpile is stable and contains a vegetative cover. <br />7. Mr. Solberg inquired about the process for expanding the permitted acreage at the Solberg <br />Pit. The procedure to follow is for the operator to apply for a permit amendment. Included <br />with this report is an application form. Simply indicate that the application is for an <br />amendment to an existing permit. The fee currently required for an amendment is $1,550. <br />8. Currently, minor regrading, reapplication of topsoil, and revegetation are required to <br />complete the reclamation plan. The existing financial warranty is more than adequate. <br />9.
