Mr. Bill Pope of Pueblo
Contacted the Division and requested a site visit to discuss the reclamation progress. The site used to be a 112
sand and gravel operation located approximately 5 miles west of Pueblo Colorado along State Hlgh Woy 96. As
part of the recalamtion plan the operator, with all the designs approved by the State Engineer is to construct
clay lined dam along the Arkansas River to reclaim fhe West pit. The dam will measure from 25 to 45 feet in
vertical height and is to be placed in 6 to 8 inch tiffs measuring 3000 feet, at a 3:1 slope. The State Engineer has
approved the plan and design and the operator has constructed approximately 700 feet of the Dam at the time
of the inspection. The Division had expected the dam to be completed no later than the 31~+ of March. Given the
progress, Mr. Pope wanted DMG, to look at the area and extend the completion date to 6/30/2005. Transit Mix of
Pueblo has plans to implement such a design, if it works in their Pueblo East Pit, in lieu of placing a slurry wall. At
present the Pueblo East pit (M-1986.015) has posted a financial warranty based on Slurry Wall Construction at
$3.00/ lineal feet as recommended by Allen Sorenson of DMG.
At the time of the Inspection, two compactors, a scraper and a water tank were working on the clay dam. The
dam once completed has to meet at a minimum, the required 85 Procter. Once completed, the State Engineer
Will run athree-month leak down water test before final approval is given and the dam certified.
Once the dam is certified the operator will place an average of 9 inches of topsoil and seed the entire length
and width of the dam as approved in the MLRD reclamation plan. The already placed clay lined dam was
driven and inspected; it appears, the operator is to compliance with the State Engineer approved plan.
The operator has also removed from site the concrete batch plant that was part of the mining operation with in
the permit area. All of the material from the batch plant has been removed from site. The only remaining
structure is what used to be the office building, which is still used as such until the reclamation of the site is
completed. According to Mr. Pope, since ihoi area Is zoned Industrial and the post mining land use is also
industrial, the State Parks Department might want to purchase the building to be used as a field office. At
present, The State Parks Division owns 104 acres of what used to be part of the permit area.
Given the operators diligent work in constructing the clay dam, the Division will grant fhe request to extend the
completion of the clay dam from March 31~, 2005 to June 30~h 2005.
i & E Contact Address cc: r CE
All overburden/ topsoil
NAME: MR.
