III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the New Horizon Mine for the month of August, 2000. The purpose <br />of this inspection is to conduct normal operations and environmental compliance. The weather was sunny <br />and warm. <br />AVAILABILITY OF RECORDS: Records were inspected and found to be in compliance. See page 5 <br />of this report for further details. <br />HYDROLOGIC BALANCE: Mine 1: Ponds 1 and 6 had water in them but only 1 was discharging as <br />normal, all other ponds were dry. All ditches and culverts are functioning as designed. Mine 2. Pond 7 <br />had water in it and was discharging. All ditches and culverts were clear and capable of functioning as <br />designed. Pond 8 is being mined out and will be reinstalled as the pit is reclaimed. <br />BACKFILL & GRADING: B & G was in progress as is normal. No problems were noted. The land <br />continues to be reclaimed to the approved post mining topography map and no low spots were noted. <br />Selective handling of the overburden allows the "B" horizon/suitable substitute topsoil layer to be 6-8 feet <br />thick in most areas. <br />EXPLOSIVES: Records were inspected and found to be in compliance. All blasting procedure's are <br />being followed and all seismograph readings show that each blast is in compliance. <br />TOPSOIL: Additional topsoil, with amended topsoil substitute was being selectively placed as mentioned <br />above. <br />RECLAMATION SUCCESS: The site continues to be in excellent condition. The side-roll irrigation <br />system was in use at the time of the inspection and vegetation is outstanding. The dryland pasture is <br />satisfactory considering there has been very little rain in the past month. <br />GENERAL MINE COMPLIANCE The BB road detour was inspected and was nearing completion at <br />the time of this inspection. It was recommended that consideration of placing a safety berm or guard- <br />rail at the curve on the north side of the road as it crests over the CCC irrigation ditch. Consideration <br />of a flashing warning sign was also mentioned to the mine operations and general contractor. <br />
