Comments also describe any enforcement actions taken during the inspection and the
facts or evidence supporting the enforcement action.
This was a complete inspection of the New Horizon Mine for the month of August, 2000. The purpose
of this inspection is to conduct normal operations and environmental compliance. The weather was sunny
and warm.
AVAILABILITY OF RECORDS: Records were inspected and found to be in compliance. See page 5
of this report for further details.
HYDROLOGIC BALANCE: Mine 1: Ponds 1 and 6 had water in them but only 1 was discharging as
normal, all other ponds were dry. All ditches and culverts are functioning as designed. Mine 2. Pond 7
had water in it and was discharging. All ditches and culverts were clear and capable of functioning as
designed. Pond 8 is being mined out and will be reinstalled as the pit is reclaimed.
BACKFILL & GRADING: B & G was in progress as is normal. No problems were noted. The land
continues to be reclaimed to the approved post mining topography map and no low spots were noted.
Selective handling of the overburden allows the "B" horizon/suitable substitute topsoil layer to be 6-8 feet
thick in most areas.
EXPLOSIVES: Records were inspected and found to be in compliance. All blasting procedure's are
being followed and all seismograph readings show that each blast is in compliance.
TOPSOIL: Additional topsoil, with amended topsoil substitute was being selectively placed as mentioned
above.
RECLAMATION SUCCESS: The site continues to be in excellent condition. The side-roll irrigation
system was in use at the time of the inspection and vegetation is outstanding. The dryland pasture is
satisfactory considering there has been very little rain in the past month.
GENERAL MINE COMPLIANCE The BB road detour was inspected and was nearing completion at
the time of this inspection. It was recommended that consideration of placing a safety berm or guard-
rail at the curve on the north side of the road as it crests over the CCC irrigation ditch.
