Walther
EKeculive Director
Michael B. Long
Division Director
This letter is to inform you that this Office has yet to receive United Companies responses to the
problem issues outlined in the Inspection Report for the Norwood Pit, Permit # M-1988-037,
dated 8/17/01. The corrective action date for these issues was established as 9/18/01, which has
now passed. The issues of mine plan compliance, reclamation plan compliance, hydrological
balance, adequate bonding and hazazdous materials containment are al] serious enough to bring
before the State Board for civil penalties and bond forfeiture if not corrected. This Office would
prefer to address the cited problems through cooperation with United rather than before the
Boazd. As part of the corrective action a Technical Revision (TR) was suggested. If it is United
Companies intention to go forwazd with that remedy, then correspondence verifying this course
of action needs to be supplied [o this Office. A reasonable time frame for completion of the TR
should be established between this Office and United to insure timely abatement of the problem
issues. In the spirit of cooperation, this Office is extending the response date to 10/18/01. If no
response is received by this date, the issues will be scheduled before the Boazd for appropriate
action.
If you have any questions or if I can be of further assistance, please contact me at the Division of
Minerals and Geology, Grand Junction Field Office, 101 S. 3'~ Street, Suite 301, Grand Junction,
Colorado 81501.
