s <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />Processing Waste <br />On RP-1, holes had been dug or augered in the various cover depth <br />test plots to obtain soil samples and verify cover soil depths. <br />This information will be used to finalize the cover depth study <br />final report. On the south facing test plots, cover depths within <br />the separate plots were measured at 14" on the western most plot, <br />20", 27", and 60" on consecutive plots to the east. This cover <br />depth sequence is just the opposite of what had been depicted in <br />the study proposal and reports. Also, the actual depths do not <br />correspond very closely to the study design. The reverse depth <br />sequence and imprecise depth control also appears to be true of the <br />north facing test plots. The cover depth study final report will <br />need to be amended to address these issues. <br />On RP-2/3 much progress had been made since the previous inspection <br />in backfilling and grading the excavated area at the north end of <br />the refuse area. Scrapers were continuing to haul material to this <br />area, and it would appear that grading and compaction will be <br />completed prior to winter. RP-2/3 and RP-4 perimeter ditches <br />appeared to be functional, although strawbale checks in certain <br />locations will need to be removed or replaced, in conjunction with <br />other work to be done as specified in the recently approved TR-39. <br />Refuse was being hauled to RP-4 at the time of the inspection, and <br />dozer was grading refuse at the lower end of RP-4. Modification of <br />the RP-4 east side perimeter ditch just above the lower rock lined <br />segment had been completed as discussed in the previous complete <br />inspection report. RP-5 was fully graded and compacted. <br />Support Facilities <br />The operator recently notified the Division that haulage of coal <br />from Colowyo to the approved temporary truck dump near conveyor <br />transfer station #2 had been re-initiated, and coal was being <br />hauled to the site at the time of the inspection. The operator <br />estimates that haulage may continue through December 1997, at which <br />time it is expected that the new longwall system at Deserado will <br />be operational. <br />
