III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was the 3r° quater complete inspection for the Deserado Mine. <br />The inspection began the morning of September 11, and was completed <br />on September 12. Weather was somewhat unsettled, with partial <br />cloud cover and light showers occurring sporadically both days. <br />Operator contacts present were Bill Lepro on Sept. 11, and Dave <br />Anderson on Sept. 12. <br />Availability of Records <br />Required records were on file in the mine office, current through <br />the 2"° quarter, 1996. The haul/access road "statement in lieu of <br />certification" and narrative certification of Sediment Pond RP-5 <br />referenced in the previous complete inspection report were both on <br />file. <br />oads <br />Primary roads in the permit area had recently been graveled and <br />graded, and road surfaces and drainage structures generally <br />appeared to be in good condition. <br />Straw bale checks along the median ditch between the D Portal <br />Access Road and the Refuse Haul Road had been re-positioned as <br />suggested in the June inspection report, and they appeared to be <br />working well, as all of the culvert drop inlets were clear. <br />Culverts along this segment of road were clear and functional, and <br />ditch outfalls were in appropriate locations and rocked where <br />necessary. The 8" diam. pipe at the lower end of this road segment <br />had been removed as recommended in the previous complete <br />inspection. <br />Maintenance is necessary to replace straw bale checks above the <br />drainage outlet at the second road blister up the access road from <br />the administration building. Also, minor sediment cleanout and re- <br />staking of straw bales along lower segments of the median ditch <br />will be necessary. <br />
