<br />INSPECTION REPORT - PAGE 2 <br />FILE N0. 83-84 <br />DATE: April 9, 985 <br />OBSERVATIONS OF IMPORTANCE: <br />1. Mr. Stu Rawlings met the inspectors at the gate to the property. Mr <br />Rawlings originally stated that he had no authority to allow us on to the <br />site. The inspectors produced the permit document and file. Mr. Rawlings <br />then allowed the inspection to proceed and accompanied the inspectors. <br />2. The 1984 area had apparently been partially mined. The topsoil in part of <br />this area had not been salvaged but had been bermed up adjacent to the mined <br />area. A portion of the 1984 area had been excavated and graded. <br />3. A dredge and processing plant (gravity concentractor) were on site. There <br />was much spoiling of material downslope of the plant site. There were no <br />hazardous or toxic materials observed on site. <br />4. A trench had been cut in the 1984 mining area. Unstable highwalls of <br />approximately 40 feet were observed. Ground water and surface water drainage <br />was noted in the trench. <br />5. Topsoil had been pushed around in an area south of the 1984 mining area <br />and in an area south of the barn and houses. The topsoil stockpile has not <br />yet been constructed. <br />RECOMMENDATIONS: <br />1. Remove topsoil as mining progresses in a manner to avoid double handling. <br />Construct the topsoil stockpile as per the permitted plan. Estimate the <br />volume of topsoil which can be salvaged from the site. If volumes run short - <br />for reclamation, fines from processing may be used for growth medium. <br />2. The Division has received a Notice of Cancellation of Financial Warranty <br />from Balboa Insurance Company. The cancellation is effective on August 22, <br />1985).
