OBSERVATIONS OF IMPORTANCE:
1. Mr. Stu Rawlings met the inspectors at the gate to the property. Mr
Rawlings originally stated that he had no authority to allow us on to the
site. The inspectors produced the permit document and file. Mr. Rawlings
then allowed the inspection to proceed and accompanied the inspectors.
2. The 1984 area had apparently been partially mined. The topsoil in part of
this area had not been salvaged but had been bermed up adjacent to the mined
area. A portion of the 1984 area had been excavated and graded.
3. A dredge and processing plant (gravity concentractor) were on site. There
was much spoiling of material downslope of the plant site. There were no
hazardous or toxic materials observed on site.
4. A trench had been cut in the 1984 mining area. Unstable highwalls of
approximately 40 feet were observed. Ground water and surface water drainage
was noted in the trench.
5. Topsoil had been pushed around in an area south of the 1984 mining area
and in an area south of the barn and houses. The topsoil stockpile has not
yet been constructed.
RECOMMENDATIONS:
1. Remove topsoil as mining progresses in a manner to avoid double handling.
Construct the topsoil stockpile as per the permitted plan. Estimate the
volume of topsoil which can be salvaged from the site. If volumes run short -
for reclamation, fines from processing may be used for growth medium.
2. The Division has received a Notice of Cancellation of Financial Warranty
from Balboa Insurance Company. The cancellation is effective on August 22,
1985). Please notify the Division concerning this matter and replace the
financial warranty prior to this cancellation date.
