The site is a 112-quarry operation <br />located approximately 10 miles north of Penrose Colorado. On 2-06-03, the operator submitted an amendment <br />to expand the permit area, by 72.6 acres, for a total permit area of 561.4 acres. The inspection was to verify that <br />the amended area was as described in the permit amendment application. Permit amendment application <br />sign was properly posted near the access road .The existing operation was not inspected at the time of this <br />inspection. Present during the pre-operational inspection were Mr Mark Heifer, the operator's consultant, who <br />submitted the application and Mr. B.J.Puller of Castle Concrete. The operator's consultant, explained why the <br />area was added at this time and the expected mining plan for the added acreage. Looking at the mining plan, <br />it appears to make sense. This area was mined pre- law and the permit area consists of parcels owned by both <br />the State of Colorado and BLM. All pre-law disturbed areas were properly identified when the site was permitted <br />in 1999.
