III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Seneca II Mine conducted on May 20, 2003 by Mike Boulay <br />of the DMG. Lori Smith of Seneca Coal Company (SCC) was present during the entire <br />inspection. Weather conditions were sunny and cool. <br />Roads <br />There was no activity at the mine site during the inspection. Road surfaces throughout the mine <br />site were dry and generally in good condition. Culvert SSA beneath the entrance to the Truck <br />Wash Ponds has been buried with sediment. This culvert will require cleaning and maintenance <br />on the inlet side. <br />Hvdrolo¢ic Balance <br />Sedimentation Ponds 002, 004, and 008 were inspected. All site ponds were full at the time of <br />the inspection and were dischazging cleaz water. Pond inlets, dischazge structures and <br />embanlonents were in good condition and no problems were noted. The Truck Wash Ponds <br />were also inspected. The settling pond was mostly dry and the holding pond was full and <br />discharging. Road ditches and road drainage runouts were dry. <br />The lower portion of Post Mine Drainage Channel PM-6 was inspected between Stock Pond T29 <br />and the road crossing with Road El . Construction of the lower segment of this channel has not <br />been completed. The unlined portion of this channel shows some azeas of erosion as a result of <br />recent spring runoff. With the submittal of Technical Revision No. 34, SCC has committed to a <br />completion date of 8/03 for the remainder of PM-6. To avoid enforcement action, please ensure <br />that final construction of the unlined portions of this channel aze completed by this date. <br />Reve eg tation <br />Ground conditions were dry throughout the majority of the site. Vegetation appeared to be <br />somewhat affected by the recent drought conditions. Vegetation in some locations did not appear <br />to be as green as it should be for this time of yeaz. <br />Canada Thistle was noted at the Pond 004 and Pond 008 embankments. Please continue to <br />control the growth of troublesome and noxious weeds throughout the Seneca II Mine site. <br />
