III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Coal Ridge Mine conducted by Erica Crosby of DMG. No <br />company representative was present during the inspection. The Coal Ridge Mine is in <br />reclamation only status. Weather conditions on site were clear and warm. Ground conditions <br />were dry. <br />Re r s Mine records were inspected at the Garfield County Courthouse in Glenwood Springs. <br />The following items need to be filed in the courthouse; <br />NPDES Permit expired 6/30/97. Need to file new permit in courthouse <br />Insurance Certificate expired 7/12/97. Need to file new certificate in courthouse <br />Midterm review material could not be located <br />Signs & Markers The Mine ID sign was posted, and all information was accurate. <br />~~ The road leading into the Coal Ridge Mine was in good repair. Alfalfa and grasses are <br />established on the reclaimed portions of the road. <br />Hydrologic Balance The sediment pond was dry, as well as all of the ditches. No irrigation <br />water was being diverted during the inspection. Pond and ditches were well vegetated and <br />stable. No problems were noted. The silt fence by the road entrance is in good repair. <br />B~ckfillina & Grading Backfilled slopes and terrace benches show no signs of instability. There <br />were no erosion features noted on the backfilled areas. The terrace bench closest to the <br />sediment pond contains more weeds and annuals than the upper terrace benches. The dozer <br />slots appear stable and funtional. <br />Revegetation The upper reclaimed portal on steep slopes contain mostly cheatgrass and weeds. <br />The more gradual slopes contain alfalfa and perennial grasses. The terrace bench closest to the <br />sediment pond contains mostly cheatgrass, bineweed and some alfalfa. No cattle were present <br />on site during the inspection. In the May 13, 1997 report, the Division requested that the permit <br />be revised to include a plan for proper grazing management. This has yet to be submitted to the <br />Division. <br />
