<br />MINE ID ~ OR PROSPECTING ID ry M-82-011 <br />INSPECTION DATE 8-4-99 <br />(Page 21 <br /> <br />INSPECTOR'S INITIALS SSS <br />This was a partial inspection of the Hillyer Pit conducted to follow-up problems identified in the 6-17-99 inspection report. <br />The operator installed a mine identification sign, but it is not in compliance with Rule 3.1.12. The operator must revise <br />the mine identification sign to bring it into compliance with Rule 3.1.12. <br />The piles of gravel out in the stream channel still need to be removed and the sections of river bank that appear to be <br />steeper than the approved 3:1 grade still need to be•reduced to 3:1 or less. The operator has contacted the Corps of <br />Engineers for guidance as to how this work can be accomplished without a 404 permit. <br />The vertical drop in the river bed, at the upstream end of the pit, appears to be stabilized by a layer of gravel that has been <br />naturally cemented together by iron and other metal oxides. It appears that the operator's lessee for this site excavated <br />through this cemented layer, to extract additional gravel from the channel. The pit appears to be filling up with gravel <br />again, which should continue to reduce the upstream vertical drop until it is completely filled. The operator will need to <br />monitor this location to ensure that down-cutting does not occur off the permit boundary, upstream of the site. <br />A portion of the willow shoots required to be planted along the pit shoreline, were planted in July. At this inspection it <br />appears that approximately 2/3 of the willows are still alive. The willows were planted in patches on the west side of the <br />river. The operator will need to plant additional willows on the opposite side of the river, when that pit slope has been <br />reduced to the approved 3:1 grade.
