Weather was clear, mild and dry. Weather has been
unseasonably warm and dry throughout the region this fall. Eckman Park and MineNo. l was a surface mine
that has been reclaimed. Mme No. 2 has received final bond release and was permitted under the same
permit as Eckman Pazk and Mme No. l
Records: Records were checked, Availability of Records sheet is attached to this report.
Sims and Markers: Operator continues to define disturbance area limits. Additional markers aze needed to
clarify boundary limits. Boundary marker installation needs to be completed prior to the next inspection.
Roads: Mme roads through out the Eckman Park area are in good condition. Road ditch in azea 41 has
been cleaned out and rock check dams repaired and cleaned out. This maintenance work is acceptable. A
remnant of an old paved road' was noted at the eastern extent of Mine No. 1. The extent of the pavement is
approx. 12 feet wide by 250 foot long and 3 inches thick. Further investigation of the road via records in the
permit and County Special Use Permits indicate that this was a county road that was relocated prior to
mining. Special Use Permit indicates that this road location was zoned for mining May 27, 1975. This road
existed pre-law, and is not mining related. No additional reclamation of this road is required
Hydrologic Balance: Rock check dams in PG 41-1 are holding up well. Stockpond 41d is holding water
approximately 8 feet below the spillway. The embankment is in good condition. PG41-I below Stockpond
41d is m good condition. The operator has place pin flags in locations that check dams will be installed in
PG31 A sec. C to minimize down-cutting. The operator has not installed the check dams yet. These
structures need to be installed prior to the end of the year to assure that they are in place prior to spring
runoff. Limited down-cutting was observed in PG 31-1A2. Repairs to this channel need to be wnducted
when check dams are installed in PG 31A The operator indicated that brush "dams" would be anchored
into the channel at the down cut locations. Stockpond 51 Wb continues to hold water. A muskrat was
observed in this pond.
The lower segments of PG 31-2 Sec. A and PG 31-2C Sec. A remain functional. Stockpond S lb is dry and
in good repay. PG 9110-1 sec B was walked. This drainage remains in good condition, with good
vegetative cover throughout most of drainage. Stockpond S 1 a and 9/10 k are dry and in good repair. PG
9/10-1 Sec. C upslope of Stockpond 9/10 k appears in good condition with no significant downcutting
observed.
Pond H flume still remains to be replaced. Operator is able to collect flow data via a portable flume. The
operator has ordered a replacement flume and is still awaiting delivery from the manufacturer. The dischage
flume at pond H needs either repair or replacement by the end of the year to assure that accurate flow
measures can be collected during runoff next spring.
