III. COMMENTS-COMPLIANCE <br />Below are comments on the inspection. The comments include discussion.of observations made <br />during the inspection: Comments also describe any enforcement actions-taken during the Inspection <br />and the facts or evidence supporting the enforcement action. . <br />This was a partial inspection conducted by Joe Dudash of the Colorado DMG. No one represented the operator <br />during the field inspection: The inspection occurred at closing so there was no activity on site. <br />Roads <br />The paved main haul road was in very good condition. The road's guard rail was in place. The east graveled <br />road was also in good condition. The east gate was open. The light use road along the railroad tracks was wet in <br />spots but passable. <br />Siens and Mazkers <br />The operator has installed additional permit boundary marker signs azound the mine site. The permit boundary is <br />more clearly marked. The mine ID signs were present and contained the correct information. <br />Hydrology <br />There was no water in the east pond. The gated primary. dischazge valve was closed. The pond's embanlotrent <br />was well vegetated and stable, as were the pond inslopes. <br />The west pond was dry. The silt fence in the discharge spillway was in place. The riprap in the down drain was <br />functional. <br />Topsoil <br />The operator is planning on seeding those portions of the west topsoil stockpile that are bare. The seeding will <br />be followed by a mulch blanket The collection and diversion ditches/benns at the west topsoil stockpile were <br />functional. The topsoil stockpile sign was present. <br />The vegetative cover at the east topsoil stockpile was adequate, although there were some small bare spots. The <br />collection and diversion ditches were functional. The topsoil signs were up. <br />Facilities <br />The coal stockpile on the west side of the facilities bench was somewhat large in size. There were quite a Few <br />loaded railcars on site as well., The railcaz loading operation and the coal haul truck unloading operation had <br />closed down for the day. 'there were no signs of fugitive dust offsite. There were no signs of coal fines along the <br />highway or at the ehtrance to the Ioadout site. <br />There were no signs of fuel leaks at the fuel facility. Also, there were no signs of problems at the material <br />storage azea, substation or office/garage area. <br />c: /word/terror/in sp0704 <br />
