This was a partial inspection accompistmd over 3 days to observe the construction of the dam for <br />Sediment Pond 011. The Inspection was conducted by Jim t3rrnel and Harry Ranney of the <br />l]ivision. Seneca persomel present inducted tiAike AMaviYa and Chuck McCuoough. Weather was <br />dry and wane. with some rain dteing eveNrg bolas. <br />The fotkwrirg observations were made: <br />`Topsoil had been stripped tram the area. incMrding a1 the area where lire dam and pond would be <br />located. The operator had worked around several islands' of native vegetation on the upper slopes <br />at the eorcavation, leaving the vegetation in place wtrb pushing topsail gibs around them. <br />• The keyway cut at the ends appeared to be erR Into bedrock. However, the rtiddb portion was <br />covered with fil that had been compelled and tested at >95% standard Proctor and williln 2% <br />optlrrnm moisture. <br />• The second layer (12-18" tldck) was compacted and tested but found to be between 89 and 92% <br />of Standard Proctor and was cansideraby drier than the 1296 optimum mdsture. The layer xae <br />ripped, watered and recompacted. Further tests were conducted on the need layer end results were <br />92-95% of mmdmum mdsturo at 1314%, which were satlsfactory. <br />` On the mon>ing of 8129, the the operator had begun laying the Tabric and spreading the gravel for <br />the toe drain. A trench had been excavated along the kocation of the toe-end of the dam and the <br />perhxeted PVC pipe had been Inste6ed. Work was proceeding on the disMbution of gravel and <br />extending of the fabric. <br />AA work observed appeared to be In accordance with the plans and with Technical Revision 08 to <br />the pemrt. <br />
